ITP at a Glance:

  • Islamabad Traffic Police Was established On 28th January 2006 and formally inaugurated by the then Prime Minister of Pakistan.

  • 1st SSP Traffic was Sultan Azam Temuri & SP Traffic was Helena Iqbal Saeed. 1st SSP Traffic was Sultan Azam Temuri & SP Traffic was Helena Iqbal Saeed.

  • 2nd SSP Traffic was Muhammad Zubair Hashmi, SP Traffic Ashfaq Ahmed Khan.

  • As 3rd SSP Traffic Sultan Azam Temuri Succeeded SSP Muhammad Zubair Hashmi in his second Tenure as SSP Traffic.

  • 4th SSP Traffic was Moeen Masood & Ashfaq Ahmed Khan Continued as SP Traffic .

  • ITP has been successful in achieving its Vision statement of making the traffic system in the capital city a model of excellence which could be emulated by other law enforcement agencies in Pakistan.

  • ITP has been successful to a large extent in achieving its Core value of Professionalism, Integrity, Service Oriented and People Friendly Policing.

  • ITP has been successful achieved the objective of corruption free Police Department as the charter given three years ago while establishing it.

  • Applied law equally and eliminated VIP culture from the capital by issuing challan tickets.

  • Created awareness among road users about traffic law and regulations through traffic education campaign.

  • ITP emphasizes and concentrate mainly on traffic education to maintain road discipline. A traffic education team has been created exclusively to meet the objective. The team is supported by print & electronic media, civil society and corporate sector. To carry out the assigned task the education team chalked out a comprehensive program to educate the school , college and university Student, drivers of commercial organizations, diplomatic corps, public transport, private vehicles and government departments.

  • Special enforcement squads i.e. Pressure Horn, Route Violation, Signals, Parking, One Wheeling Checking and Environment Squads have been established to check the certain violations have been established under the supervision of an Inspector.

  • ITP Driving School has been established and has a seating capacity of 80 people wherein experienced and qualified instructions are available.

  • ITP successfully arranged issuance of Digital Driving Licenses of International standard in Traffic Office. The procedure for obtaining DDL is very transparent. The facilities of medical examination, photographer and post office have been provided to the applicants under one roof.

  • ITP succeeded to remove traffic congestions with the help of CDA through minor modification in traffic engineering on different crossing and bottleneck and improved the flow of traffic.

  • Resultantly, ITP succeeded in making visible difference in terms of increased use of helmet by motorcyclists, better lane discipline followed by each road user, increased use of seat belts, decreased use of mobile phone while driving, decreased over speeding etc.

  • ITP is the only police organization in South Asia to have its own ITP FM92.4 Radio Stations and ISO 9001:2008 certificates of quality policing services- two rare distinction for Police organization.

Traffic Education

Traffic education is the second most important in Traffic Management and plays an indispensable role towards the best traffic system, especially in minimizing accidents and traffic violations. Traffic Education is a complete and comprehensive language which is pre requisite for a driver. Is noteworthy that when a person visits any country and doesn’t know the language of the country he faces many problems when he uses the road as driver and comes across Signals, Sign Boards, Road Markings, Cat-Eyes, Roundabouts and so many other things and he is supposed to get acquainted with this particular Road Language i-e Traffic Education. According to medical point of view is stated that “Eyes cannot see which mind does not know”.

The Traffic Police in this regard is supposed to propagate the traffic regarding all the issues. These issues can be conveyed by Traffic Police through distributing Pamphlets/leaflets, Banners, Streamers, Boolets and inclusion of Road Safety Issues in the national syllabi. Print and Electronic Media can play a central role by highlighting the Road Safety Issues and sensitize the general public to change the poor road user behavior.

Keeping the Traffic Education in view ROAD SAFETY EDUCATION AND TRAINING WING was formed in 2006 to come up to the expectations mentioned above.

Community Policing

To bring improvement in traffic discipline is the joint responsibility of Traffic Police and Community. In this regard Education Team had a liaison with Bahria University that the students of the university work voluntarily with ITP officers in different aspects that was the reason a MOU was signed between Bahria University and ITP in which it was declared that the students would work with ITP officers approximately 36 in different phases and educate the road users in terms of traffic rules.

Kid’s Traffic Awareness Program

The education Team of ITP holds a program for kids in which the students of different schools are invited in the Traffic Office and conduct a traffic awareness test. Later on all the students are issued Traffic Kid Card. The Traffic Kid Card empowered kids to deliver verbal warning to the violator on 08 violations which are as under;

  • Red Light
  • Over Speeding
  • Not to used Seat Belt (for both the driver and a front seat passenger)
  • Use of mobile phone
  • Stop a vehicle on Zebra Crossing
  • Not to use helmet while riding motor Bike
  • Blowing horne in silence zone
  • Parking in no parking area

Bicycle Rodeo

Since the establishment, the Islamabad Traffic Police, being a people friendly organization has been striving to create a correlation between ITP and students, adopting the policy of community policing, often arranging different programs for the interest of students. Keeping the importance of Traffic Education among students, ITP thought of involving the students to learn practically about traffic rules for which Traffic Education Program for students of class 5th to 8th at Traffic HQ, F-8/1, was set in, so the Practical Traffic Education Theme Park for students was introduced for the first ever in Pakistan where the students of different schools come and pass through the different segments of Traffic Education.

First the students are led to class room for Traffic Education Theory for 10 minutes then they are provided Bicycles for the Practical Drill (BICYCLE RODEO) at Traffic Education Theme Park to observe the traffic rules property like Road Marking, Traffic Signals, Traffic Sign Board and about Right of Way. At the end all the students are issued Traffic Kid’s Cards. The holder of this Card is empowered to deliver a verbal warning to violators.

How to get Documents After Depositing Fine Money

If you were issued traffic fine tickets in Islamabad you have to deposit the respective fine in any branch of National Bank of Pakistan, Islamabad. You have to adopt following procedure to collect your confiscated documents :

  • First of all you have to deposit fine in the nearest branch of National Bank of Pakistan within 7 days after issuance of challan tickets.

  • After depositing the fine money NBP you have to approach respective challan branch for collection of confiscated documents.

  • The receipt of challan showed zone on its right top of the receipt.

    1. Zone No.1, is located at Zero point on Soharwardi road .
    2. Zone No.2 is located at G-9 Markaz, wagon stand.
    3. Zone No.3 is located at Peshawar More in front of FIA Head Quarters.
    4. Zone No.4 is located at Khana Bridge toward west side bus stop.

  • Due to any reason you could not deposit the fine money within 7days, your will be sent to respective court of Magistrates, located in F-8 Markaz (Kachahri Islamabad) for further hearing. Therefore, after obtaining T# (Traffic No.) from respective court of magistrate for obtaining your impounded documents.

  • The commuters from other cities if subjected to traffic violation ticket, they have facility to remit their fine after closure of bank or holiday at traffic Helpline 1915 after producing original CNIC depicting temporary and permanent address of other cities. A receipt will be handed over to such commuter who has to approach the respective sergeant for collection of documents or respective challan branch for the purpose.

  • A hand book has been prepared for the benefit of general public which contains information about How to get Driving License, Required Documents , Procedures & Rules , Traffic Signals, Frequently Ask (FAQS) Questions, ITP Driving School and Procedure about traffic violation tickets. This Handbook was launched by the Syed Kaleem Imam, IGP Islamabad, on 2nd October, 2009 and is available free of cost to all driving license applicants.

ITP Help- line 1915 is available round the clock 24/7, to the road users of Islamabad in case of traffic accidents, emergency due to breakdown of vehicles, complaints against other road users or any blockage on the roads.


ITP maintains a proper log about the suggestions received on phone, monitors the F.U.A (follow up action) and gives feedback to the caller regarding the progress of the suggestion.

Accidents Analysis

ITP accumulates the information about the accidents occurring in the jurisdiction of ITP, maintains a record in computer branch for analysis, generates monthly reports for the strategy and identifies the black sports to reduce the accidents.

Deposit of Fine Money

In order to facilitate the visitors of other cities, a counter operates to collect the fine money and on the next day it is deposited in the designated bank.

Complaints against Police Officer:

  • A data is maintained about the complaints received against the police staff of ITP. Whenever a complaint is received on the phones, it has to be produced before the SP and SSP Islamabad Traffic Police on the same day.
  • This help-line has helped people in getting their lost things back e.g. a person got back his bag and another was given his lost money back. We look forward to more service delivery

How to Get Islamabad's Driving License?

Which document do you need to bring along to get your driving license.

  • Original CNIC.
  • Photocopy of CNIC.
  • Proof of residence in Islamabad.


  • The candidate needs to come to ITP Office, in person.
  • ITP office is situated in the green area between West Service Road F-8/1 , and 9th Avenue.
  • After parking your vehicle in the parking area in front of Street No.32,show your original CNIC on Counter NO .1 of reception and get entry pass for the required process.
  • After getting entry pass ,get the required token from the next counter, Counter No.2 After security clearance get registration number from room No.1.Next to walk through gate .
  • Present your registration number slip in Room No.2 on counter 2-A and 2-B to the doctor for medical fitness.


  • Your eye sight should be 6/6. In case of weak eye sight, bring your glasses.
  • You should have no hearing problem and if you do then you must possess hearing aid.
  • You should not be suffering from any the disease as given in Motor Vehicle Rules.
  • In Case of by birth disability of hands/feet or accidental disability license of “Special Vehicle” shall be given.
  • After getting medical fitness proceed to Room No.4, counter4-A to 4-D. Please wait for your turn.
  • Your personal information will be entered in computer and you have to submit a copy of CNIC at counter No.4-E and get learner permit. This permit will be valid for 6 months and you can appear in test after 42 days.
  • A facility of exemption of 42 days can be provided to those candidates who already have a driving license issued by any foreign country or districts of Pakistan for the categories of M.cycle + only.

How to Get Permanent Driving License Valid Up To 5 Years?

  • It is mandatory for all candidates to appear in theory as well as practical road test.
  • After the completion of 42 days minimum period, the candidate should come with original CNIC, Learner permit and get entry pass from Reception Counter No.1 near the parking area for the processing of permanent driving license, then get token from counter No.2.
  • Proceed to room No.3 and wait for your turn. Afterwards your fingerprint and snap will be recorded and saved in the computer.
  • Obtain test slip from counter No.3-A and 3-B and attach copies of CNIC and learner slip.
  • Those candidates who intend to appear in theory test through touch screen, should go to Room No.6.
  • Those candidates, who intend to appear in theory test by manual system, they should go to TI/Licensing office near the THEME PARK.
  • After successfully going through the theory test, candidate should appear in practical driving test in the theme park.
  • After passing both the test, form should be stamped & signed by TI Licensing.
  • Please get your form and submit it in room No.3 counter 3-D along-with prescribed fee. A driving license slip will be handed over to the candidate bearing license number and date of collection.
  • After submission of form , a facility of urgent driving license collection is also available where in the DL-can be collected on the same day. Urgent fee is Rs.300/-
