ISLAMBAABD, January 5, 2018: Islamabad police have constituted special committee to deal and monitor complaints regarding human rights and ensure speedy justice to the people including marginalized segments of society along with protection to their basic rights. This committee will deal and monitor complaints against police, torture, Illegal detention, non registration of FIRs, faulty investigation, corruption, rape, sodomy, gang Rape, honor Killing, wani, kidnapping, acid throwing, domestic Violence, harassment at work place and unlawful marriages. This committee will also have jurisdiction to look into abuse against minorities and to see their various affairs including any complaint against their freedom of movement, freedom of worship, assembly and association, any abuse to their property and also any complaint against their access to public places.| It will also look into the affairs or crime against children including sexual abuse, child labour, violence against minor labour and forced begging. The formal functioning of the committee was discussed in a meeting headed by Inspector General of Police islamabad Dr. Sultan Azam Temuri, DIG HQ Nasir Mehmood Satti, AIG Operations Asmat Ullah Jujejo, SP Special Branch Arsla Saleem, Nasreen Azhar Counselor Member HRCP, Saaiqa Ashraf Program manager ROZEN, Samina Sardar Human right Activist and others also attended the meeting. The human rights & gender watch desks established at Central Police Office, DIG & SSP (Operations) Offices and reporting rooms of Police Stations will lodge the complaints. The Human Rights & Gender Watch Officers appointed there will be educated police officers while central, regional and district Human Rights and Gender Officers will be also appointed. They will monitor the progress of all cases and to provide assistance in writing the application and give valuable input for effective functioning of the unit. The officers will daily put up the dairy related to its Unit to IGP or DIG/SSP operations. The meeting of human rights committee will be held in one month to discuss all the registered cases, devise strategies to minimize the incident, advise on human rights & gender issues, look at lacunas identified in handling of earlier registered cases. It would have mandate to conduct seminars/awareness campaigns across range and it will act as a bridge between community and police for prompt redressal of complaints. The Officer will also monitor the cases area wise, if cases are being registered continuously at a single Police Station. He will report to SSP Office and to direct the concerned SHO to appear and explain. The HR & Gender Watch officers will work in collaboration with all PRO branches. They will design uniform Pamphlets and brochures that will not only describe the unit but also reflect their performances. When complaint is launched at CPO, it will be notified to respective Human Rights and Gender Watch officer. HR & Gender Watch officer will directly call the complainant and take all the necessary information. He will also inquire regarding the attitude of police and front desk staff. HR & Gender Watch officer will then call the concerned SSP and brief him about the case and will also briefly report the matter to IGP or DIG. The SSP will mark the complaint to divisional SP/SDPO who will monitor the case. They will take decision if an FIR should be launched or not within one hour after receiving the information from SSP office. . SP/SDPO will daily monitor the case and send progress report to HR & Gender Watch office at CPO. Human Rights & Gender Watch officer will call the complainant after every three days to ask about his satisfaction and response of SHO/IO in the case.
