The Law & Order, &Training Division stands at the heart of Islamabad Capital Territory (ICT) Police's mandate to safeguard public safety, preserve civic peace, and deepen the trust between the community and its police service. Anchored in a discipline-first, training-driven policing model, the Division delivers swift, coordinated, and lawful responses to the full spectrum of public order challenges. From routine crowd management at civic events to high tension public gatherings that demand precision, restraint, and professionalism.

The Division is structured around two specialized commands that together form the operational and academic pillars of law-and-order management in the federal capital:
Anti-Riot Force (ARF) — The frontline formation responsible for crowd management, protest handling, and public-order enforcement across Islamabad.
Capital Police College, Islamabad — The Division's training and capacity-building institution, responsible for recruit instruction, in-service courses, and community outreach.

Anti-Riot Force — Core Responsibilities

The Anti-Riot Force is Islamabad Police's dedicated crowd-management and public-order formation. ARF personnel are rigorously trained to manage protests, demonstrations, public assemblies, and other situations demanding disciplined, proportionate crowd control.
  • Public Protection

    Maintaining order and preventing violence during mass gatherings, rallies, and public functions.

  • Peace Preservation

    Preserving peace through structured communication, negotiation, and de-escalation techniques before resorting to physical intervention.

  • Officer & Citizen Safety

    Safeguarding officers and citizens alike through appropriate protective equipment and the proportionate, lawful use of force as a measure of last resort.

  • Property Security

    Securing public infrastructure and private property from damage during high-tension events and civil disturbances.

  • Inter-Agency Coordination

    Coordinating with traffic police, district administration, and allied law-enforcement units to maintain seamless command and control during large-scale operations.

Capital Police College — Key Functions

The Capital Police College serves as Islamabad Police's training and capacity-building hub, delivering high-caliber professional development programs, elevating policing standards, and advancing citizen-centric, community-oriented practice. In-Service & Promotional Courses: Structured courses strengthen leadership, investigative technique, crisis management, and contemporary policing competencies for officers across all ranks from newly inducted recruits to senior supervisory staff. Collaboration with Government & Non-Government Partners: The College convenes seminars, awareness sessions, and expert-led engagements to observe national and international occasions, advancing knowledge-sharing, social responsibility, and global awareness among its officer corps. Community Facilitation & Student Engagement: Friends of Police (University Visits) — university students engage directly with instructors and training modules. NAVTTC Vocational Training — more than 150 students have enrolled in free skill-development programs delivered in partnership with the National Vocational & Technical Training Commission.
