The Law & Order, &Training Division stands at the heart of Islamabad Capital Territory (ICT) Police's mandate to safeguard public safety, preserve civic peace, and deepen the trust between the community and its police service. Anchored in a discipline-first, training-driven policing model, the Division delivers swift, coordinated, and lawful responses to the full spectrum of public order challenges. The Division is structured around two specialized commands that together form the operational and academic pillars of law-and-order management in the federal capital:
Anti-Riot Force (ARF) — The frontline formation responsible for crowd management, protest handling, and public-order enforcement across Islamabad.
Capital Police College, Islamabad — The Division's training and capacity-building institution, responsible for recruit instruction, in-service courses, and community outreach.
