Overview

Established in 2003, the Security Division is the specialized protective arm of Islamabad Police, entrusted with safeguarding national leadership, visiting foreign dignitaries, diplomatic missions, judicial institutions and high-security installations across the federal capital. Over more than two decades of service, the Division has evolved into a highly trained, intelligence-led force capable of executing complex, multi-tiered protective operations under demanding timelines and heightened threat environments.

Its personnel undergo continuous, specialized training in close protection, convoy management, venue security and crisis response, enabling the Division to sustain round-the-clock operational readiness. Guided by meticulous advance planning, close inter-agency coordination and firm operational discipline, the Security Division ensures the secure and uninterrupted conduct of state affairs, diplomatic engagements, judicial proceedings and high-profile public events held in Islamabad.

Core Responsibilities

The Security Division delivers integrated protective coverage across the following domains:

Protection of State Leadership

The President and Prime Minister of Pakistan; Federal Ministers and other senior officeholders; Visiting provincial leadership, official delegations and high-profile personalities.

Foreign Dignitaries and Diplomatic Security

Foreign Heads of State, government dignitaries and State guests; Diplomatic missions, ambassadors' residences and United Nations agencies; Engagements with foreign delegations and Ambassadors.

Judicial Security

The Supreme Court of Pakistan and the Islamabad High Court; Anti-Terrorism Courts, civil courts and judicial residences.

Installations, Venues and Special Events

The Pakistan Secretariat, High Security Zone and other critical government installations; VVIP/VIP venue security and route security along designated protocol corridors; International conferences and seminars; International sporting events, including the Pakistan Super League (PSL). In discharging these responsibilities, Security Division personnel plan and coordinate route security along designated VVIP corridors, ensuring safe and timely passage for protected dignitaries while minimising disruption to public movement.

Organisational Structure

The Security Division functions under the command of the Deputy Inspector General (DIG) Security, who provides strategic direction and overall supervision of protective operations across the federal capital. Reporting to the DIG is the Senior Superintendent of Police (SSP) Security, responsible for the operational execution and day-to-day coordination of the Division's protective mandate. Supporting this command structure are eight Superintendents of Police (SPs), each entrusted with a defined operational domain — ranging from VVIP protection and diplomatic security to judicial security and installation security — ensuring focused command, clear accountability and rapid decision-making across all protective functions.

Cascade — Diplomatic Facilitation Center

Inaugurated in July 2024 within the Diplomatic Enclave, the Cascade Facilitation Center was established to extend efficient, citizen-centric services to Islamabad's resident diplomatic community. In under two years of operation, the Center has facilitated close to 8,000 visitors, reflecting the growing trust placed in it by embassies, foreign missions and their staff. Services rendered at the Center include issuance and renewal of driving licenses; police verification and character certificates; registration of loss reports; and employee and tenant registration. By bringing multiple citizen services under one roof within the Diplomatic Enclave, Cascade reflects Islamabad Police's broader commitment to efficient, modern and service-focused policing for the diplomatic community it serves.
